I think I'm starting to understand how the Noise Change works. I think it has to do with enemy types that you kill.

I read up how Noise Change works.
Your Noise Level increases when you attack enemies with overkill damage. When it reaches a certain point, your body changes because of the Noise.
Not sure how it makes the forms work though, but I hear it has to do with which Hunter VG you have equipped.
In other words, the Noise Changes MAY work similar to how EXE 2 and 3 had with Style Change.

Honestly, there hasn't been any info about multiplayer at all for this game, anywhere. XD

Woot, a kickass update today.
First off, there's a brand new wallpaper of the Red Joker form.

Next up, they finally show how the noise forms transformation works.
At the start of a battle, you always start at 0%, when you over kill an enemy, you get a noise percentage equal to the amount of over kill.
So, if you use a Electric Sword (150 damage) against a 40 hp Metteur, you'll have an over kill percent of 110, which will then be added to your noise percentage.
Now then, the first part of noise changing happens at 0-49%, you transform into the colorless form.
This colorless form for Ox Noise apparently grants you super armor, as well as a fire +50 bonus.
When your Noise percentage exceeds 50 or more, you transform into the colored version.
While in this form, it seems as if your element changes to the element of the form, this allows you to do a specific charge shot unique to the form, and also allows you to perform a Big Bang Attack. In this case, Ox Noise is the Atomic Blazer special which does 400 damage.
Since this is an elemental form, you will get knocked out of your form if you're hit with the opposite element. For some reason, it doesn't show Rockman taking damage from this attack, maybe a opposite element attack only knocks out the form? Or maybe they just didn't show the calculated damage? One thing for sure, the elemental weakness attack sets your noise back down to 0%.
Also, I believe I mentioned this before, but the Black Ace and Red Joker Forms are enabled when your Noise percentage reaches 200% or more.
Last but the best update of course is the new details about the Red Joker Form.
This update shows his Big Bang Move called "Red Gaia Eraser".

I'm sure you just equip them with the Hunter VG or something.
